PhaseTwoCebu™ is a Christian non-profit organization for the purpose of supporting community building projects in housing, literacy, education, and other areas of community needs in Cebu, Philippines.
PhaseTwoCebu conducts four types of projects to support underserved communities in Cebu. Our Housing Project provides houses for families in need of housing, at this time focusing on employees of the Children’s Shelter of Cebu. Our Libraries Project creates libraries for schools and community programs, as well as provide training for teachers and librarians. Our Scholarship Project helps college students by providing scholarships and a holistic mentoring program. Our Communities Project supports local community initiatives in literacy and livelihood. We continue to respond to needs that come to our attention in these four areas through our friends and volunteers in Cebu.
We have chosen to work in these areas because of the many people who live in substandard housing and are informal settlers, the lack of any types of books other than textbooks for children to read in schools, the need for scholarships for motivated students who have no resources to draw on, and the desire to support local community initiatives that enhance people’s lives. PhaseTwoCebu is a grassroots organization which is responding to practical needs that have been presented to us.

The results of PhaseTwoCebu’s work to date:
- Built 5 row houses at CSC Happy Homes Village for Children’s Shelter of Cebu Filipino employees
- Built 1 single family home for a public school teacher and her family after their home was destroyed in Typhoon Odette
- Built a retaining wall at CSC Happy Homes Village to stop flooding of the property
- Created 77 new small libraries in mostly rural public schools and community centers
- Shipped 100,000 books to Cebu
- Conducted 6 library and reading comprehension workshops for teachers in Cebu
- Are providing 14 scholarships for university students
- Are assisting 3 community initiative projects
- Finishing 1 well in Argao connected to a community project
The work of PhaseTwoCebu (and PhaseTwoCebuGroup–our name in the Philippines) is accomplished with the help of many volunteers both in the U.S. and Cebu. We are a lean organization with only two employees. Joel Reasoner (Executive Director) and Linda Angel (Social Worker) work full-time in Cebu.
